Horn. Continued. Please help.

So I replaced the horn fuse in the fuse box in the engine bay, along with replacing the horn relay. In short bursts, the horn will receive power. The only problem is that it just sounds like a quiet whooshing noise. If the horn actuator is depressed for longer than a second or two, the fuse that I replaces (a ten amp mini fuse) blows. For diagnostic purposes I even tried using a 15 and 20 amp mini fuse and thy blew as well. I'm guessing the horn it's self got mud in it and rusted into a short, or something like that. I was thinking it's probably just time for a new horn. However, I was looking for input to see if maybe what I have is salvageable, or if it's something else entirely, considering the fact that it blows fuses.
