Heater lukewarm

Hello all 1st jeep- love it owned it since late summer
Here in Ohio it is starting to get cold enough for heat. Heat comes out of the vent but is always just barely warm. I checked the hoses to the core and they are warm top and bottom. Coolant is kinda olive green- brown color with very little in the overflow. Could the coolant be the cause- being low- or possibly something else. Do Jeeps just not blow hot air?
any help would be appreciated greatly. thanks
Tom
