Went into the local shop here and preceded to show them the fit issue. They contacted Ray at SmittyBilt. I will be getting another bumper Monday. I also emailed Ray last night on the SmittyBilt site. Here is his reply:
They are made overseas, please let us know about the fitment issue you are having. As you should not have this problem.
I should have looked into the place of origin prior to purchasing SmittyBilt. The quality does look excellent but the 'overseas' thing bothers me.

Schmo, I cant get hosed really. But their reputation can be damaged on a daily basis. The bumper looks to be well built. Has there been reports of failure in the bush?
P.S. I did email SmittyBilt and asked where their products were made. I wonder what the answer will be. I will post the reply here for all to see.

|Rogerg||have you tightened the 4 bolts on each side of the bumper.I think they suppose to slide in towards the vehicle once you do.I have the SRC Classic and it fits just fine.|

|Schmo||I've talked with one of the Smittybilt guys at one of the Expos regarding their winches and he seemed like a pretty stand up guy. If it's a manufacturing flaw, I can't imagine you'd have any trouble getting them to replace it. Where did you buy it . . . why can't you just go back and have SB send a new one and swap it out?|

SmittyBilt XRC Front Bumper Fit Issue
The removal of the stock bumper was straight forward. I cant believe how chinzy the front skid plate [plastic] is. JUNK.
The XRC bumper fits great at the front eight [four on each side] mounting points of the frame rails. Exactly like the stocker in fact. No gaps and it sits level.
The issue arises at the bottom four mounting points [square holes] on the XRC Bumper. They are located about one inch too far forward. I am supposed to punch and drill a 1/2" hole in the frame front cross member. Kind of tough to do when I would be drilling on the corner edge of the cross member. It seems to me the lower plate of this bumper is just too short.
