2003 Jeep Wrangler won't crank

Hello everyone... I'll be honest right off the bat here. I don't know too much about cars so I won't pretend to. My Jeep won't start. I mean I put the key in the ignition, turn the key to ON I hear a low hum for less than a second, turn the Key to the start positon and nothing... Not even a click from the starter. All dashboard lights come on when the ignition switch is in the ON position. However if I leave it in the ON position the OBD Light starts blinking. The only thing I have tried so far was intalled a new battery but I still have the same results and I have checked the fuses, they all seem fine as far as I can tell. Can anyone give me a list of possibilities as to what may be happening here or anything I can try to fix this? I MISS MY JEEP...
