Bumpstop clearance?

Hi All, I am new to the forum as I have just purchased an 06 TJ (Red). It is mostly stock with a couple of exceptions. It has 31" tires and a Smittybilt stinger on the front with 4 KC lites. Anywhoo, the main issue I have is the Jeep suspension rides very rough. A friend suggested I check the bumpstop clearance and it sits at 2" clearance at all 4 corners. Is that normal for a TJ stock suspension? I am looking to put a 4" OME lift kit from Rocky Road on soon and I have no idea if what I have is right and what to put in for new bumpstops when the lift gets done.
