Vinal Soft Top Cover

When I bought my Jeep (08 2 dr), they gave me a vinyl cover for the Soft Top.

The first one I got, the Tech said it was only for transport purposes by Chrysler, but gave it to me anyway.

When I bought my second Soft Top, (to replace the crappy Freedom Top that leaked) I got ANOTHER one of those vinyl covers, and THIS time they said it was for me to use when the Soft Top was folded back.

Ok, "how" do you use, the vinyl cover when trying to protect the top in its retracted position? How does it wrap around and hook up?

I find myself standing in the garage looking rather puzzled, at this vinyl cover, not sure what to do with it. I'm presuming it is to keep the Soft Top from "parachute opening" at highway speeds???
