Need opinions on wheels/tires.

Hello all, after a long Jeep break and missing my old CJ, I recently picked up this 2000 TJ. Got a great deal on it since it needed a new top and was missing carpet. Got that ordered and now looking for opinions on the wheels and tires. I bought it a week ago Friday, and left town on Sunday for work so I haven't had a lot of time to inspect it so I'm going from memory.

The tires are 33x12.50 BFG AT's and they are on what appear to be 15 x 10's. I don't think there is any lift, but like I said I didn't look too much at the suspension before I left. I would like to throw in a budget boost just to gain a bit of clearance.

My questions.

First, once I am done with a few works trips via plane, this will be mostly my DD to and from the office, 5 miles each way. Will that wheel/tire combo kill my gas mileage compared to a 15 x 8 with a good AT tire? I assume there is some difference, but wondering if it's a huge difference? I don't plan on doing any aggressive off roading, the occasional beach trip and maybe light trail ride.

Second, the rims are aluminum and in the pics don't look bad, but up close they show stains and dirt from the previous owner never washing them. I hit them with a good wheel cleaner and it helped a bit but they still look bad up close. Is there a good way to make these things shine again? I've been considering painting them black, which is what I had on my CJ, but thought I would try to clean these first.
