That's the part you need for the tension. The other bracket just holds everything in place. I would contact this seller because it looks like the item hasn't sold and he hasn't put it back up for auction.
Don't know if you need help, but I'll elaborate more because I have nothing to do today. That first bracket is bolted to the top of your Jeep. That's probably already there. The brake cables get routed through that. That the tensioner part is actually where you put the ends into and then tighten for some tension. Like below (oh my god I've done everything for you)

There's another thread about the tension and a fix, but it's for a YJ. Same principle though.

There's one part, but I don't know where the bracket goes to put the tension on your cables.

What Parts Do I Need?
I'm slowly getting my jeep (97 Sport - 5-spd) in (safe) driving condition (PO didn't do much 161k - Minnesota.) Today's goal - find the needed parts to get the parking brake working. At some point the PO cut both rear parking brake cables at the location where the meet above the axle. I can find the two cables at multiple locations. But, there is a 5" gap from the cut ends to the cable that comes from the handle. There must be some sort of splitter, equalizer, tensioner things missing. I can't find any illustrations or any parts listed at the usual auto parts sites. Can anyone help?
