snwchris Repacked front wheel bearings.... hmmm interesting since they are sealed unit bearings unless you have spindles and lockouts, but doesn't sound like it.

As for the noise, I would say first remove the Front driveshaft to see if it's "Angry Sparrows". Take for quick test ride without front DS to see if still making noise.

Kevbz trouble shoot it a bit...
while driving and you hear the whine...will it go away if you slip it into neutral? yes means possible tranny moving parts, no means engine accessories whine.

if you are driving and you hear the whine, slip into neutral and turn the jeep off, still whine?

yes then is it sounding like a wheel/drivetrain issue, no then it is in the engine area.

find a time when it does whine and stops when you change a varible (tranny out of gear, engine off, wheels not moving, wheels moving/engine off)

helps pin point alot closer...i chased a noise and found it to be a engine item after doing the following

mysterious (and highly annoying) high pitched whine

'03 TJ--4.0 5 spd
Constant high-pitched whine while moving. Starts at 25-30 mph and doesn't stop. Just loud enough to hear it echo back at me when I drive with the windows down. Replaced front axle u-joints, checked and repacked front wheel bearings, replaced all bearings and seals in rear diff, and replaced brakes all the way around. Sound does not change at all during acceleration, or turning. But does disappear whenever i decelerate to below 20 mph. This is really starting to frustrate me, being that it is my daily driver and the fact that I am only a year into my 5 year loan. Anyone else dealing with this?
