Check Engine Light Flashes

When I turn the ignition on and all the idiot light come on the engine light will start flashing after a few seconds and then stay on. According to the owners manuel this indicates that the system is not ready. I have tried what it suggest to reset, but it doesn't work. I would greatly appreciate
