BB with 31.5 or Rough country lift with 32.6?

Opinions needed!

buying tires... should i get 31.5 nittos and raise my jeep with a BB or should i get 32.6 nittos and raise it 3inch with a rough country lift?

keep in mind i drive and hour each way to school i dont want the MPG to kill me.
