Factory Fog Lights

So, I bought some factory fog lights for my 07 wrangler X. It came with the wiring, lights, even a replacement switch so it's factory looking. I ran into two problems.

At some point in the install, it says to install two wires (step 11. See link below). There are already two wires in those spots! Do I cut them, patch them in, remove them and replace them with the new harness?

2. At the very end of the install, on page 7, it says for the dealer to hook up to dealerconnect and do some sort of voodoo. Is that just to change the VIN? or is that to make the fog lights operable. So far, I got it all installed, but no light?
