TJ power steering box play

Hi Guys,
I just picked up a TJ with a 2" lift and 33" BF's. It has a dead spot from 11-1 on the steering wheel. I got under it and had a buddy turn the wheel back and forth in the dead spot. The steering column shaft is moving back and forth, but the pitman arm isn't moving. I assume that the box needs to be replaced? I tried adjusting the allen screw on top, but all that did was make the steering tighter and make the jeep "dart". I want to make sure what the problem is before I start throwing parts at it.
