Relay clicking when braking

I get a random relay click on-and-off from under the driver's side dash (sounds to be near the floor) anytime I'm driving. If I push the clutch and brake pedals together, the clicking speeds up and is almost a hum. You can feel it in the pedals. It seems to be more related to the brake pedal. Is there a relay under there or am I just going senile? And if so, what is it for?

And the TJ has been in the garage for a while and hasn't been driven in the rain in a long time, fwiw.
