Hesitant starting problem

I have a '99 4.0 5 speed. when I turn the key to start the engine it turns over normal. But if I just bump the starter or if it does not start immediately, when I turn the key again to start is seems like the timing is suddenly off and it is trying to start with the timing off. Like a low battery start or like I have turned the dizzy some how. Battery is good.

I am also getting the 1500-1900 RPM stumble when going up accelerating through the gears. Runs fine otherwise.

Any ideas?
