I would start by putting it in 2wd, putting it in gear and giving it gas. Have someone see if the driveshaft is turning. If not, problem is in transfer case. If it is, problem is in differential or axle.
Just had this problem in mine and still working on repairs. One of the rear axle bearings was shot along with the seals and the axle slid out just enough where it wouldn't engage.

|Gr8_Gatzb||I had an issue like this, but my front drive shaft wasn't installed so I couldn't try in 4wd, but my issues was with the ujoints on the rear drive shaft, apparently it was allowing the shaft to bind up. I didn't think that would result in the jeep not to move forward or reverse, it was almost like the e-brake was set. Changed them then never had the problem again.|

|AllMudd||Not sure how the linkage is set up on the 91, but check it to make sure it's shifting to 2wd. And if it is the TC may need to be rebuilt. Also don't think this is it but, I had my ring gear bolts all break on me and everything from the trans back to the pinion gear in the rear axle were turning. But since all the bolts broke the ring gear was just spinning in he rear diff and making and awful noise.|
