It's a 2 step process. RF cost more if needed.
The tire is balanced normally. If a lot of weight is needed the tech will RF the tire. From my experience most techs are idiots and try to charge you for a RF when its not done.
Also ... The tech should take their time, if needed rotate the tire on the wheel 180 to match highs and low spots.

Road force balance?
Just picked up some new rims and tires.
Some Mickey Thompson 35X12X17 on Tracker 8, 17-8.5 rims
Is a road force balance needed? Or is a regular balance ok? It is my DD with a 3" lift.
