Take it back - get refund from the shop - order thru a competent Bushwacker dealer - get complete set and install.
I wouldn't let the blame sit entirely on the shop or on Bushwacker, the truth is somewhere in between. I'm too tired these days to deal with poor service, if I couldn't get the parts ordered thru the shop, I'd be calling Bushwacker myself or taking the incomplete kit back.
I ordered through Jeep-Add-Ons - Jeep Accessories, Jeep Wrangler Accessories, Jeep Bumpers, Jeep Winches, Fender Flares - Truckaddons.com - talk to Chris at ext 1884. Tell him you got his info from the forum here and see if he can help. When I ordered my Bushwackers he gave me a smokin' deal but they were backordered. The few weeks wait was worth it though.

Bad luck with Bushwacker
Recently I requested a local Off-Road Shop to obtain and install Bushwacker Flat Fenders on my '13 JK 2dr. This project took over 2 weeks to complete, the reason Bushwacker sent out an incomplete container. There were no mounting brackets. The shop owner called Bushwacker for the missing parts, bushwacker only sent the front brackets, upon noticing this the shop owner called Bushwacker and requested the rear brackets. The person at bushwacker was very upset with the shop owner. We waited for another week for the parts, the shop owner called back again and a different person reported no order had every been submitted. He requested to talk to a manager, who reported the first person was upset with the shop owner and did not place the order. I, also had sent several emails to Bushwacker requesting their help in this matter, the never answered or called me.
Very poor customer service.
