Need Help! Hose Disconnected

I have a hose that is not connected to anything. It is a vacuum and is sucking in air. I noticed when I cover it, the engine sounds like it slows down, and when I don't cover it , it sounds normal. I am just not sure where it gets connected to.

Then I also noticed near the throttle there is this spring like thing, that is attached to nothing.

Any clue what that is for?

Thank You!
