Exhaust pipe to low?

While removing my cat converter i noticed how low the crossover exhaust pipe was. Its the lowest thing under the jeep except the front and rear diffs, with no protection. Mine has factory exhaust installed and is aleast 2" or 3" below the trans. When looking from the side of the jeep, its the first thing you see hanging down. Its a 95 4.0. Is this normal? Can it be raised?
