Fuel pressure port on Fuel rail

This is probably a dumb question but... In an effort to figure out why my 98TJ isn't starting I removed the the little cap and pushed the needle in and a bit of fuel sprayed out. With no pressure in the line I got in the jeep and turned the key and then turned it off. Went back to the pressure port and pushed the pin in and again got fuel to spray out. Sorry this is so long. Does this result indicate that the fuel pump is, in fact, working?
