Don't be concerned with the offset which is not a useful dimension for Jeep wheels. The more useful dimension for preventing control arm rub is the wheel's backspace dimension. The factory wheels have either 5.25" or 5.5" of backspacing which is too much for any tire wider than about 11". For a 35x12.50 tire, you want between 3.75" and 4.5" of backspacing. For 15x8 steel wheels, I would go for 4.5" of backspacing which I used to run when I had steel wheels.
You will need to add a washer or two under the steering stop bolts with that much backspacing but the results (the wheels won't protrude much) are worth it. I ran that way for years with good results. I didn't like the steel wheels after a while but that's a different story.
Offset is a more useful dimension for when talking about car wheels. The two terms, offset and backspace are not interchangeable.
The below photo shows how the backspace dimension is measured... the yellow tape measure is measuring the distance between the wheel's mounting flange surface and the wheel's rear edge which is the backspace dimension.

What is factory wheel offset 2006 Rubicon
I'm installing 35's with steel wheels with 2" Old Man Emu lift and AEV high fender kit. I want to keep the offset close to stock if I can without too much rubbing on control arms. Anybody know what factory offset (not backspacing) is? Thanks for any help.
