Turn signal problem

I have a 1998 Wrangler. The turn signals quit working. I checked the bulbs and fuses and they are OK. I tried taking to plastic cover off the steerting wheel to get to the signal switch. I cant get the cover all the way off, but somehow the signals worked while I was messing around with it. But when I put the cover back together and tightened the screws, the signals quit working again. Any have similar problems? Anyone know how to get the steering wheel cover all the way off w/o breaking it?
