Where do I mount external electric fuel pump?

Hello all! I am starting to figure out my Weber stalling issues. With some adjustments I have gotten it to stop stalling (for now anyway) but the idle is not real smooth. I noticed tonight that the Facet Fuel pump is mounted in front of the gas tank, but it mounted to the bottom of the floor. This puts it above the fuel level. Does anyone know a good spot to mount this pump. The website says it will perform best if mounted below the fuel level. The tank looks to be lower than anywhere I could mount it. I am assuming that if it is not drawing in a steady flow of fuel, than my idle will not be so smooth. Any help is greatly appreciated. Once I figure out where to mount it, with your help, I plan to also attach a fuel pressure gauge to the Holley fuel pressure regulator.
