Intermittent Starting Problem

2002 Automatic 4 cylinder has a new battery, clean and tight battery connections, new starter and new starter relay but still has a problem intermittently starting.

Turn key and sometimes starts right away no problem and sometimes you get power to gauges, hear fuel pump whir, and a click at starter but does not attempt to turn over. Sometimes the gauges will jump irradically and then settle and you get no noise when the key is turned. Then without doing any corrective action you turn the key and it starts. There seems to be no rhyme or reason as to what triggers this. Very aggravating as it of coarse always happens at the most inopportune times. I have researched numberous forums and many people seem to be experiencing this same problem which makes me wonder why Jeep has not identified this problem and posted some sort of service bulletin or something. I am leaning towards a bad ignition switch and have ordered one since they are fairly inexpensive and am hoping it solves my problem but I am open to any suggestions other than replacing the battery, starter, starter relay or cleaning the battery terminals as all those items have been addressed.
