TJ clutch pedal limp

When I apply the clutch it only half way engages. When you put it in 1st (before you start it) it will pull some, not all the way. If you start it in N, it you can't put it in 1st unless you slam it (not good). Think the clutch hydralic actuator is out. It is my understanding that the part is one complete assembly (rod, ignition safety, hose, resevior, and actuator). The whole part is $300. Does anyone have any comforting news for me. Like: you dont need that part or you can get that part cheaper or that part is easy to install.
