got new 17" wheels for a 2004

hello jeep ppl,
a few weeks ago a neighbor of mine bought a 2009 jeep wrangler. myself i have a 2004 jeep wrangler 4 cyl. i went over to check it out and he pretty much gave me the old(not so old)wheels (stock 17" with a 5x5 bolt pattern). Mine is 5 x 4.5", i could easily get wheel adapters and put these wheels on.

i currently have 30 x 9.50 x 15r on my jeep.

im at a point where i kinda should get new tires anyways. so now heres my questions

a) is there anything im over looking?
b) whats the biggest tire i could use? my google research says 31"
(id rather not get a lift, but if i had to 2" would be a preference)
c) would i need a lift to accomadate the 17" rims

any help will do and be appreciated.. thank you
