A newbie's question, boring i know.

So i got my first jeep a few months ago and personalized it, went through all the odds and ends etc. but ever since i got it, its had trouble starting, you have to pump the gas pedal a few times before hand and maybe it'll crank first try maybe it'll require more pumping while trying to crank, but it always cranks it just involves alil work,and also when it sits and idles it spits out black liquid (assuming its oil at this point) i was just wondering if there were ways to fix these problems (preferably cheap) or if I should just learn to live with it since it is an 1989 and all.
