CB Mount boot/paint

Two questions:

First is, I spent a good deal of time blacking out my TJ (headlight bezels, painted flares, bumper, etc) and now that I've mounted my antenna to the rear I now have more chrome again. Do they make some kind of boot that I can put over my spring and antenna mount to black it out? If not, what kind of paint can I paint over the spring that won't crack from flexing?

Secondly, I'm not sure what range I'm getting on recieve. Especially since the only ground I have going on for me is the 4 bolts that hold the antenna mount to the tail lights. I've heard of people having to scrape off paint to improve ground. How much paint is usually removed? I don't want to create a rust zone.
