I'm new to Jeeps (and mechanics as a whole), so forgive the ignorance. I'm having the same issue and have read read several times on different forums to "check the grounds", what does that mean and how do you do it?

VINSANEtm Sure was the turn signal switch. When I wired in the 3 way switch I had to disconnect the connector in order to make it work as turn signals and not just 4 ways. I did this over 6 months ago so apparently I haven't had brake lights for about that long. It was very nice of the other motorists and/or a police officer to inform me I had no brake lights.

WhyJayPA Check that your grounds are good before you go spending any money. The lights tend to corrode inside and the screws holding the lights to the body are what makes the contact and grounds the lights.

L.A.Offroad You need to replace you turn signal switch as someone above said your brake lights work thru the turn signal switch.

VINSANEtm ropanach, thanks for the suggestion. I pulled all the wires from the outer skin and checked them all front to back. Everything appears to be in order.

VINSANEtm Thanks 33MTR. After hearing all that I think I may have a new lead. My turn signal switch is broken. The wiper controls and everything still work on it, it just wont stay in position to keep the signal on. I wired in a 3 position toggle switch to use for my signals. I checked all the lights when I did the wiring and it all worked at the time. But who knows now. With the experiences I've had over the past 12 years with my YJ I've learned to expect the unexpected.

33MTR Do you have 3rd brake light & if so does it work? On a 95, not sure if it applies to all with 3rd brake light,
power from brake light s/w goes to flasher to turn signal s/w to rear lights...may be either a bad flasher or turn signal s/w.
@ brake light s/w power wire PK/DB,flasher WT/TN,pcm ground sense circuit WT/PK, ground BK. Fuse #3 15A brake light,fuse #4 15A turn sig flasher,fuse #5 20A hazard flasher. This is from a 95 service manual.
From a 90 service manual brake light s/w wires,power PK/BK,to column LB/BK @ column wt to turn/hazard s/w
from turn/hazard s/w @ column connection YL to GY/BK : left rear lights
DG to BR : right lights
above parking brake handle is a body harness connector, pin #7 left rear,pin #5 right rear lights.Check for loose connector,& check the turn signal s/w.

ropanach I don't know what the voltages should be, but have you checked for a short in the line going to the units, like one of the frame clips may have cut into the lines and is shorting aross? just a thought. this will also affect your blinker system.
You might need to isolate the ground from the hot.

VINSANEtm I should add that the 13.5v is only with the tail lights on. No change if the brake pedal is pressed of if the flashers are on.

YJ No Brake Lights

I have a 93 YJ and recently my brake lights went out. Still have tail lights and reverse lights. No flashers either. Let me start by saying I am a motorcycle tech so I know a little bit. I replaced the stoplight switch. I have power to it and through it. I have 12v on both sides of the fuse. I have continuity through the bulb. I have continuity between the bulb socket and the ground plate. I cleaned the rust off the ground plate and soaked the bolts in wd40. Still no brake lights. Here's were I get confused. I have 13.5 volts at the light. But I have it at all times across all the wires. I guess what I'm trying to say is that with the lead in the power wire it reads 13.5 volts no matter what other wire I put the negative lead in. If anyone has any suggestions or knows the proper voltage and continuity tests to do I'd appreciate it. Chiltons is a joke and basically tells you how to change a bulb.
