Well I'm not sure on the spec but I can tell you on a new car with all the modules asleep it doesn't even draw 20mA. Id say the first issue to look at is the radio if its drawing 100mA, then make sure the ribbon on the gauge pack is free of corrosion and see if that helps at all.
Just went out to check mine, I was pulling 3.13mA with key off and about 18mA with my phone charger plugged in. I have a 93 without the clock but I don't think that little clock will pull 45 mA just to run.

key off current draw
My 88 has been having a key off current draw that's been draining the battery if it sits a day or two. With my ammeter from the negative post to ground wire its reading around 200mA of current draw. I've found that the cd player (which doesn't work) was taking around 100 and the gauge cluster ( middle one with clock) is taking about 50. With both disconnected there's only about 5 which im sure is normal. With everything connected what should normal current draw range?
