here are the sites i used to repair mine. one only goes as deep as two bolts and the other all the way to four bolts. he also shows you a trick removing the pivot pins without a special tool. worked great for me, good luck with yours.

Behind all the electrical stuff are four Star bolts (reverse of torx). You can get to 3 of them without removing the tilt assembly. Removing the tilt assembly requires a special GM tilt pin removal tool. as you will have to pull out the tilt pins without marring or mangling them.
A few people say tightening just the three is enough. I personally don't like the thought of something loose back there.
To get the electrical stuff out of the way you will need to disconnect the wiring harness at the column right behind the dash so you can get some slack to get the electrical stuff out of the way.

Steering wheel tilt loose
How do I tighten this. I can get like a full circle of movement out of where the tilt is. Not.the column itself that is all solid, just holding the wheel and lifting it all around. I took steeling wheel off and went in as deep as I could but it went to all electrical stuff. Any suggestions. I couldn't spot where itos to tighten this play. Even if I could just weld it up solid I would love that.
Anyone else had this before or suggestions.
