Why was he tape recording before the whole incident??....He did this to purposely get a "rise" out of the officer. The guy set the whole thing up. He knew it was gonna play out like it did. Stupid ass is lucky he didn't get filled with lead.
On the other hand the cop should know the laws to properly enforce them. He obviously got flustered and didnt know what to do with a armed cicvilian who is sort of not complying with his orders.
Who is wrong in this situation....BOTH OF THEM!

I'd have to side with the civilian in this situation. The OFC overreacted when making initial contact with the civilian. I'm in an area where everyone is carrying a firearm so approaching someone with your gun on them before making initial contact is not the way to handle it.
Let's not let the civilian off that easy though. He wanted this scenario. He was carrying in an area where it would have been in his best interest to conceal it and he was recording it in hopes of getting someone to react in an aggressive way. Also, when an OFC requests back up and a gun is involved, the additional OFC's only know what they see when they get there, which is a civilian with a gun that's not obeying commands.
Bad situation all around.

A lot of my friends that go to Temple have open-carry permits. It certainly isn't the people with legitimate registrations causing the problems in West Philly and North Philly that's for sure.

Larger cities are SO uncivilized! Around here, open carry is no big deal. I rarely do it myself, but see it from time to time. The only time I wear mine openly is when I'm repairing an ATM at a remote location with the safe open. I figure that's one instance where "it pays to advertise". The rest of the time, it's easily accessible but concealed.
Odd how some folks get their knickers in a knot when people exercise a constitutional right. It says "To keep and BEAR arms". The guy was breaking no law. If anyone should have been arrested, it was the cops.
