Yes, that's true. I didn't read the post closely enough.
If the resistor is bad on low, it should be bad on low for any position.

x2 about resistor---however, never heard that it mattered with the switch in recirculate or any other position. A resistor is about 20-30 bucks and fairly easy to change-but it MAY not fix the problem. But it is probably the first thing and cheapest thing most people check/change. With out test light/meter and the correct testing tools/diagrams it usually a matter of swapping parts till you get it right.

AC blower fan does not blow on low.
Just bought 2003 Wrangler X, the blower does not blow on low speed when ac is set to circulate, it blows all other speeds fine. The blower DOES blow on low speed when ac is set to any position except circulate, recirculate. Is this normal?
