Lift suggestion

I need some advice. I have 1998 tj that I want to lift on a budget. The jeep will mostly be used as a beach vehicle and won't be a daily driver. Most of the driving will be done in a town with a 35 mile an hour speed limit. I would like to put 33-35's on her. Do you think I can put a 3 in suspension lift with a 2 inch body lift...without having to change gears, lift motor mounts, or lower the transfer case, brake lines? Any suggestion for the cheapest route would be appreciated.
