What a loaded question to ask on a Jeep forum. The first thing you'll learn is don't ask for an opinion, you'll get an argument.
Imped knows what he is talking about, as do several others here, the reason they know what they are talking about is that they bought the lift they could afford and then upgraded as they went along, spent many years building their Jeeps to what they are today, this of course is now the wrong thing to do if you ask them.
I run a primarily RC lift, but it took years of building to get it where it is, it can be done, but. . .
Doing a 4" lift can't be done properly with a lift kit, there is no kit on earth that will take a Jeep from stock to 4" properly, and if there was one, it would be massive and expensive. The fact is there is a lot involved with lifting a Jeep whether you use Currie, BDS, OME or Rough Country parts to do it.
Do a lot of reading, do a ton of research, anytime you see a brand name, just blank it out in your head, then later, when you have the basics, then look at brands if it matters to you, but as Imped said, almost everyone on the forums is biased and thinks only the brand they use is good enough (paraphrasing you Imped), the point is, any opinion you get here will be biased.
My own opinion is, no matter what brand you use, don't start at 4", you have no idea how much lift that actually is.
Two very good options for your first lift, and they are very affordable -
Zone 3" suspension lift
RC 3.25" lift kit
Both of these are a good and affordable beginning, you won't need a SYE right away, you won't need adjustable track bars right away, you won't need adjustable control arms right away. You will need all of these things with a 4" lift, and right away, and that's a very rudimentary list, the essentials. But with the 3" basic lifts you can fit 31"s (33"s if your careful) and you can start to learn how things interact under your Jeep when it's lifted, and you won't be killing your budget learning things for yourself first hand.
It's your Jeep, and your money, and 'doing it right' is important, but that doesn't mean it has to cost a fortune and that also doesn't mean only XYZ brand is good enough.

You don't just buy a Jeep, you but an obsession.
I was the same way, I bought the 500 buck rough country lift 4" and I am not happy with it. The ride is really rough, but I got it lifted!!! Now that I have had it a couple months I am already looking at trading the springs for Metal-Cloak springs and Bilstein 5100 shocks. Make sure you get adjustable track bars to make sure that the axles are under the Jeep in the right spot. But do what you want to do. I was happy as hell for the first couple months walking out the door to see my lifted Jeep. remember this is just IMO.

that's eggzactly what I did
though most would say "just do it right the first time", I myself ignored that and went with what I had money for since you can get good performance and the look you want within a budget, and upgrade as you go/see fit.(if anything)
you may install a base kit and feel that is ultimately all you need that keeps you happy.
there are so many different types of "wheelers"
some need crazy flex
some need the best parts money can buy
some need to simply build a lifted rig that can get them from a to b

|Imped||Reviews are skewed with people with very little experience with the spectrum of parts available out there and are biased due to post-purchase rationalization. I can read all of the wonderful, positive, perfect reviews of some Zone, Rustys or RC kit but at the end of the day I know full-well that the parts are nothing but low to mid-grade at best. When those people finally get around to experiencing a well setup Jeep with high quality parts, only then will they realize the difference. There's a hell of a lot more to suspension than most people, especially beginners, realize. I would highly recommend skipping the reviews alltogether, considering the fact that high quality parts from Currie get the same ratings as crap from RC. Instead, do some more in-depth research on here and other forums and read the good build threads.|

the rough country kits get gr8 reviews
the zone kits get gr8 reviews
and alot of other budget lifts
the op wants a economy lift, reads the reviews, and thats enough insurance for most people to pull the trigger.
there is no wrong way, there is just a better way
like anything really

ive been looking at the same lifts for my 02 wrangler an ive been told tht rough country r shit for serious off roading but ok if ur just wanting looks but tht the skyjacker is good for offroading (mudd an trails in my case) and u can build off it later on an it gives u enough room to run 35s
an as far a stock 02 wranglers im running 31x10.50x15 on mine with stock springs

|Rdriver81||I bought my Jeep used with a 4" superlift installed. The ride is harsh to say the least. I've been dumping money in it ever since. This is $600 lift that needs $1500+ more in parts to perform/drive well. I don't think its possible to be happy with a 4" budget lift.|

|bdunbar17||well right now i need new tires bad and winter is almost here so i didnt wanna waste money on a set of baby tires just to buy bigger in a couple of months when i install the lift... so i kinda ended up looking at economy lifts. i understand you get what you pay for so im starting to shy away from the economy lifts... so my final question would be, for the time being whats the largest size tire i can fit on my stock wrangler?|

i suggest you take some time to check out the 4" inch lifts from FullTraction. search on google for reviews on Full traction and see if you can find people who wrote up stuff who use that company for competition vehicles. i have a full traction on mine and i think youll be impressed when you read some reviews from the people that wheel them all the time, and they are amazing on the street too. they are a little noisy when hitting potholes and stuff because of the heim joints, but a little noise is the last thing im worried about from a jeep.

a guy by my house runs a 3.5" bds short arm kit on 35" tires, very nice kit

|solman||Take it from me, and the many before me who made the same mistake. Don't waste your money on a crappy lift kit. Drive it stock and save up for a quality lift, that way you don't end up buying a good lift to replace your crappy lift 1 year later like I did.|

bdunbar17, what is it you are trying to achieve? Do you want bigger tires? More room to flex? Or just a taller Jeep?
The reason I ask all these questions is because it helps if you stop and look at the big picture before you spend money going one way. It is kinda like taking a shot with your eyes closed without a plan...

|Imped||Both are gonna give you bottom-shelf results. If you don't care to focus on anything but going up, either will do. There's a lot more to it than that, though. You can't go up that high and do it correctly without spending some money. IMO, you're better off staying stock until you can do it right.|

4" Lift kit suggestions???
I'm looking to put a 4 inch lift on my 02 TJ and i'm not looking to spend too much, so ill most likely be going with an economy kit, right now i'm stuck between two kits and im wondering which would be best... the Skyjacker 4" Economy Lift Kit with Hydro Shocks(Skyjacker 4" Economy Lift Kit with Hydro Shocks for 97-02 Jeep® Wrangler TJ - Quadratec) or the Rough Country 4" Suspension Lift Kit (4" Suspension Lift Kit for 97-06 Jeep TJ by Rough Country) I appreciate any insight anyone has to offer and if you have another kit in the same price range you recommend i would love to see it as well, thanks in advance for any help you can give
