Fender Flares

I'm not sure if this has been asked or not, but I am currently looking at extending my stock fender flares. I currently live in the state of Hawaii and rules govern that your fender flares must cover your entire tire. Currently the stock flares are 7" foward and 4" aft. My current tires are P265/70R17 Goodyear Wrangler AT/S. It looks like I'll need almost 12" flares foward and 7" for aft. I do not want to spend $600 on new flares that don't show the measurements, however I heard of a cheap trick that involves garden tubing and self taping screws. Can anyone help me or suggest what I do to cover my entire tire. Thanks.
