My new to me 99 TJ is also from the northeast. I've done quite a bit of research and plan to address the surface rust this spring. You are going to need to clean all of the salt/dirt/rust particles from the inside of your frame. Once clean Eastwood makes a product that you can apply to the inside of the frame to protect it from further corrosion.
I would suggest looking into POR 15, Rust Bullet, or Chassis Saver. These products are used to coat your frame and undercarriage.

New Jeep - worried about rust underneath
Hi all -- I just bought my first Jeep (yay!).. it's a 2000 Wrangler that was owned in the NY/NJ area for its first 8 yrs of life (now in NC). Looking underneath the car, it has a coat of red/rustiness all over everything. I don't see any blatant holes or places where things are rusted through, but I want to make sure I do what I can for it so it doesn't get to that point. So -- new Jeep owner here humbly asking for advice. Any thoughts on how to approach treating this?
