All Weather Jeep

Ok, it looks like my son has decided to go to school in Southern California next year. We are not crazy about him being that far from home, but we have left the decision up to him. I told him that he cannot take the LJ with him. So, we were out there a few weeks ago looking the school over, the weather was awsome, I found myself thinking what a shame it would be to be out there without a Jeep. So, I have decided to build him a cheap runner that he will not have to worry about. This one will be done on the cheap (no AEV wheels this time ) Here is what I am thinking. I want it to be cheap, but reliable. I want him to be able to leave it around without worrying about a top or anything getting wet. The key here is a no fuss Jeep that will take neglect.

First, a late YJ, or early TJ
Go through brakes and other mechanicals.
Strip the interior and bedline.
Install some sort of lock box.
Find a framless soft top and or bikini for Just in case situations.
No lift
Seach Craigslist for wheels
Probably put new tires on it
New battery.
Still thinking about the seats, I want something waterproof.
I am open to other suggestions, or things I have not thought of. The good news is that everything we have done to the LJ was to my liking, so it will not be sitting idle while he is a way. Oh, and I have plenty of time, because this will be worked on this year, so it can be taken out there next year.
