BDS or OME. OME offers various spring rates to compensate for added weight of winch/bumpers/etc.

General consensus is OME; however, I believe their TJ lifts are 2" (I know their YJ lifts are 2.5"). Most short suspension lifts on the market are at 2", RC is the only one I know of that is 2.5".
I personally run and like the 2" suspension lift by BDS. To clear my 33" tires, I've supplemented the lift with a 1.25" JKS bodylift.

If you want the most "bang for your buck" so to speak I'd go with the Rough Country 2.5" X Series... It's the most complete lift I've found in that it comes with upper and lower adjustable control arms and adjustable front track bar... It's not just taller springs and shocks.
If you go OME (better than RC) you will end up spending much more in the long run for the components that come with the RC lift.
I would recommend getting better shocks as the RC shocks aren't the smoothest riding out there but for the price it's hard to beat... Unless you have a money tree then I'd definitely go OME with all the JKS adjustable uppers, lowers, front and rear adjustable track bars, and blah blah blah...
