I haven't had the chance to update on this, finally got the distributor set on the proper tooth, she fired right up and the idle was hanging out at a grand or so. What i didn't know is that if you flood a vehicle repeatedly the gas will end up in the oil.... glad i caught it before i went down the road. Did an oil & filter change All is well for now i guess.
Thank you to those who have offered input!
Now, time to get this stinking body lift out.

Hi new guy to the forum reading proble and responses
When installing the new ECM it's possible one of the pins
May have folded over breaking off also those old
Chrysler product elect connectors are notorious for
The pins slipping inside the housing causing poor or
No contact I its a pain but it's better to double check
and double check again you may find something
U over looked before good luck!!

|brentd711||Sounds like the distributor is off by a tooth. Number 1 piston at TDC on the compression stroke and rotor just approaching #1 position and you should be golden. If you were 180 degrees off (at #1 position on the exhaust stroke) it wouldn't start at all.|

|Mark Tice||Yes I replace the timing gears & chains to reset the timing you have to pull the distributor, I don't see any way to adjust it. There is a possibility I didn't have the gears right|

Sounds like your timing is off. Did you replace the timing gears or have the distributor out?

|Mark Tice||Well I got my computer back today,(after waiting far too long) Put it in and cranked up It would only idol really rough When I held my foot on the gas. Fuel pump is working properly I don't know other than the new distributor cap might be bad?|

|Mark Tice||And the plot thickened this week, thru s series of events and phone calls I find out that my refurbed ECM is not mine at all, for 2 weeks i have been working around and trying to make something work that isn't supposed to even be in me jeep! My computer is in the great state of PA waiting for auto zone to get their ducks in a row and in the unlikely event they do get it straight im going to put some mud in the tires this weekend!|

|robk||I had the same problem and had to bridge a fuse on the relay and change out my ignition switch....some of the electrical on a 90 has to be cleaned up and modified slightly to work without constant issues|

Take the fuse out and run a 12V jumper to the load side of the fuse. If the pump starts you have an ECM or ignition switch issue.
Any warranty on the refurb ECM? They should at least be able to tell you which pin is fuel pump (if you haven't already found that info).

|jakep||Trace the wire that goes to the fuel pump make sure u dont have a cut wire if u do any type off roadin and run a wire to the pump from the battery as a test wire i have a 91 and when i got my jeep someone ran a wire right from the fuses under the hood to the pump|

|Mark Tice||Well I did some checking tonight, I have continuity all the way to the fuel pump. I have a good ground all the way to the fuel pump. When the key is turned to run or start the orange wire coming off the relay has no power. According to the wiring diagram this is the leg that carries power to fuel pump. Good grounds, good continuity, good fuses, good relay, good fuel pump... bad computer?|

|Mark Tice||The ecm Is not sending power to the pump. Going to try to dig through the harness a little more tonight. The ground has been scrubbed clean And the new connector put on the end of the wire. Bump? I feel like this thing is running me over|

If it fires I'd check the power circuit first. It's tough to check the 2-second blip when the key goes to "run" so it might be easier to take the feed off the starter and have someone hold the key in "start" where it should be getting continuous power to the harness connection for the pump. No power... start tracing all the way back through the relay to the ignition.
If you have power you should be able to ground the pump to the frame, right off the pump harness, effectively bypassing any ground that runs up to the engine compartment.
