Rayko There aren't any beachs in Jersey that are really just for cruising. Most are fishing only.
I do however go down to Island Beach in the off season (Jan., Feb., Mar.) and cruise the beach. There aren't many fishermen and the beach is pretty empty.
I have a season pass, so I only pay the one fee.
You can really pick up a surf rod pretty cheap in K-Mart, WalMart etc.

KevinNJ Fun in NJ? Island Beach sells 3 day passes, but you need to follow the rules and it's for fishing access only. Not sure of any other beaches.

Beach access ?

Is there any beach in NJ where you can just come in as a visitor during the summer months and drive on the beach for fun ?
