Seatbelts with Bestop Seats in 97

I bought a used 97 a little while ago, and want to replace the seats with some Bestop aftermarkets (along with the bracket). There seems to be some disagreement with what to do with the seatbelts.

Most people seem to assume that my buckler should attach to the floor, but my Wrangler currently has the buckles mounted on the inside back-corners of the seats, on bolts protruding out, underneath. I don't know if the seats are original (light-gray vinyl on the sides, with an 80's or 90's pattern of cloth up the middle).

Can anyone tell me the factory configuration of the seatbelts? I'd rather not drill holes, if there's some alternative.
