questions from a new jeep owner

I just bought my first jeep a few weeks ago which I want to build. its a 89 y 2.5 4 cyl with a 5 speed, I was told it has 4.10 gears. right now its completely stock. Living in CA my main priority for the jeep is to have a rubicon worthy rig but I would also like something that could be fun out in the sand dunes. this will be a slow build so I dont have to go with the cheapest set up out there.

where is a good place to start?

I would like to regear to either 4.58 or 4.88 and add a 4" RE suspesion lift. I'd like to run 33" tires.
