annoying dinging over 45 mph

I have a 2004 auto 4.0 with the check engine light on. The computer error reads vacuum leak somewhere or the evap canister is bad. I was wondering if the annoying beeping that starts after I go above 40 or 45 is related. I can come to a stop and the beeping will... well stop. Sometimes it starts back up again after 40 sometimes it doesn't. The beeping sounds like the typical "buckle your seatbelt idiot" sound. and yes my seat belt is buckled.

I would love to hear some thoughts from my fellow jeep peeps. Thanks.
