My 1st mod was free. I took the back seat out. 2nd was free also, I took the top off. 3rd Bestop bikini with header bar for under $150.00 installed free. Then I started to spend ca$$$$h big time...LOL

My first mod was a winch bumper and winch, only because the bumper showed up before everything else and I already had the winch.
My CB finally showed up so the Tuffy console and CB will be going in soon. I'd recommend a CB very highly because it makes trail riding easier. I wouldn't call a strap a mod but I'd recommend having a couple. And get the ones without the hooks on the end.
If you haven't done much wheeling I'd say that you should go with some friends (never go out alone) and learn how to drive off road trails in a rig that won't get you in too much trouble. Once you figure out what you like to do and want to do then start planning the upgrades as your driving skill improves.

Removing the rear head rests is a great idea. My back seat has been used once. After backing into a tree because I couldn't see it, I took those bad boys out and my rear view is greatly improved.
If going off road consider the stubby antennae from antennae X. easy mod and it puts a smile on my face and no longer whacks every tree on the trail and my paint. $16 on amazon.

|TUMBLER||first "mod" i did was to remove rear headrests. those things are huge and taking them off really clears up the rear view. I am now even considering removing the whole rear seat.|

|Ltblue||First mod that I did was buying locks for the jeep. Living in NYC, so theft is higher than most places. Gas cap lock, wheel locks, hood lock, etc. don't know if you consider any of these "mods" but they were the first things I did.|

If you already have those, then look at getting a winch. You don't need to buy a $1,000 bumper to mount a winch. There are a couple of manufacturers, including Warn, who sell a mount that works with the stock bumper.
A winch is the only tool that will get you out of a stuck. All the other mods will only serve to get you into deeper holes.
Then, get educated on how to use it. Winches can be very dangerous if used improperly. Take a class, buy a dvd, then go out and practice with it.

I asked that question back in '04 when I bought my TJ.
One guy I worked with who never wheeled in the 10 years Ive known him, had 3" lift and 33"s. warn bumpers and winch. His answer was 3" inch lift and 33's.
Another guy I worked with that has been a Jamboree guide said "Recovery strap and a CB"
I went that route for the First wheeling trip we took, in the winter running stock 225 GSAs and made it the entire day down every trail everyone else went on.
Now that you've had yours for awhile, What type of offroading do you forsee yourself doing?
