|Jerry Bransford||If it's too expensive to do the right lift height for 35" tires, is it also too expensive to upgrade your front steering to a beefier tie rod and drag link, lower ratio axle gears, and the better brakes you'll wish you had once you get the bigger tires? And hopefully your rear axle is not a Dana 35c either. To me, going to 35" tires is a big jump and is just past what the Wrangler is up to doing without several significant upgrades.|

Sound like a plan.
Do a 1" Motor Mount Lift at the same time, this way you don't have to mess with the Fan Shroud and also get a reduced angle on the drive shaft to boot.

Advice re 1" body lift
I have a 3" suspension lift currently but I want some more clearance for when I change from 33's to 35's. To do it properly it too expensive for right now (entirely new lift and SYE) so I was wondering if I could get away with a 1" body lift?
I have just enough clearance now with my 3" lift (actually 3.5") and 33" tires; it would seem logical that if I add 1" more clearance, I could add 1" to the diameter of my tires. What am I missing?
