Another New Guy With Questions

Hello all, I am excited to have joined this forum, as i have had my 97 Wrangler Sport for a year and a half now but am finally ready to start making it MY Jeep rather than just A Jeep. I do have a couple modifications questions right off the bat... I want a lift and really need new tires, however I don't have a lot of money to throw at these things, so I was looking at body lifts and budget boosters and think I have set my mind on a 1 inch body lift and a 2 inch suspension spacer lift. Does that sound good? as for tires i would love 33's but if those don't fit I'll gladly take 32's. What are some suggestions for good beginner off-roading tires that will see most of their time on pavement? And will 33's or 32's fit on my stock 15 inch wheels? I plan on getting new wheels later on in the future but my first order of business has to be tires, and the lift to support them. I do live in Colorado and drive to the mountains to ski, so being good in snow will also be a factor for tires.
Thanks for your time, Justin ZJ
