Technically and its technically.. if your tires stick out past the body/fender flares AT ALL its illegal and no inspect-able. That said most mom and pop place will pass it as long as its not half the tire or something silly. mudflaps are required in VT along with Emissions.. Also if its attached to the vehicle it has to work. Example, extra off-road lights need to work regardless of use.
