There is a reason for that. If the engine doesn't start within about three seconds, the PCM turns the fuel injectors off until the next cranking attempt.

Replacing your fuel pressure regulator will most likely resolve your problem.

Starting Problem

Recently my 98 TJ has been taking a long time to start. Sometimes it doesn't even start the first time but fires right up the second! I've tried a bottle of SeaFoam and a bottle of Lucas injector cleaner but nothings helped. Any ideas?
